Directed by a set of an ecumenical Honorary Board with four full-time staff and several volunteers, The Mission for Filipino Migrant Workers (HK) Society (MFMW) is a pioneering Hong Kong non-government organization working towards the empowerment of migrant workers in Hong Kong.
Since 1981, it remains to be one of the leading providers of services to foreign workers in Hong Kong and a staunch advocate of migrants’ rights and welfare locally and internationally.
The MFMW focuses its services and activities on Crisis Intervention and Prevention through Migrant Empowerment (CIPME) – a comprehensive and intensive approach in addressing the immediate and urgent needs of the “migrants in crisis” while advancing the central aim of migrant worker empowerment. To carry out this thrust, the Mission has instituted the following programs:
Legal Employment and Assistance Program (LEAP)
LEAP is the flagship program of the Mission that provides the individual counseling service that is the core assistance that Mission provides. While it was originally established for Filipinos, it has seriously opened its client base to include migrant workers of other nationalities, especially Indonesians. It networks with lawyers, doctors, psychologists, academics and other professionals in Hong Kong who are willing to volunteer some of their time on cases that Mission handles. It helps develop and train welfare committees among different migrant formations.

Pastoral Care and Social Welfare Program (PCSW)
PCSW is the ministry arm of the Mission. It seriously works towards the development of a Theology of Migration. PCSW activities include hospital, ship and prison visitation, various socialization activities (public fairs, beach outings / sightseeing / cruising, public singing / karaoke, cultural programs), formation of peer counseling groups, launching series of fora on women and gender issues, family and relationships issues and HIV and AIDS-related matters. It networks with groups and individuals in the home country of migrants who can assist them in their cases in that end.
Education, Training, Organizing and Campaign Program (ETOC)
ETOC is the main migrant empowerment program of the Mission. At the core of ETOC is the belief that the most effective defense of migrants rights is to have a strong organized migrants’ movement with a strong women’s orientation.
Documentation, Research and Information Dissemination (DRID)
DRID is the support program of the Mission to its major services and work. It promotes the Mission’s programs and services to the widest possible number of migrant workers and local advocates by maintaining the Mission’s database of cases, restructuring and maintaining the website, conducting research, and, managing the publication of its monthly newsletter, the New Migrant Focus, and the Migrant Focus Magazine.
